As official records custodian, all requests for information are to be made through the Office of Town Clerk. All records are accessible except the following:
All FOIL requests must be answered within seven days. All requests must be in writing and must specify what is being requested. Be specific with dates and times. There is a $0.25 charge per copy for any copies supplied.
If no record as requested is found on file, or if there is a denial of a records request, a notice of same will be issued. Records may not be removed from the Town Clerk's office. The records custodian must also guard against loss, theft, alteration or mutilation of records, as recorded in sections 175.20, 175.65 and 240.65 Penal Laws.
Dog Licenses: All dogs 6 months and older MUST be licensed with the Town.
You will need to bring: current rabies vaccination records, also proof of spaying or neutering if either has been done. All dog licenses are for one year and renewable on the anniversary date of the license.
Fee: $7 for spayed or neutered dogs or $12 for dogs who have not been spayed or neutered.
Marriage Licenses: Both parties have to appear together to apply for the license. You must bring copies of ALL divorce papers. If married more than once, you must bring a copy of each divorce decree. Bring proof of ID; driver's license, birth certificate, or passport.
You must be 18 years of age, or if not you must have a parent sign a legal consent form.
Fee: $40 for the license, and a 24-hour waiting period before license can be used and a 60-day time frame to either use the license or it becomes void.
In the event the marriage applicants desire a civil ceremony one may seek out the Town Justice, or one of the Town's three official Marriage Officers; William Ansel-McCabe, James A. Spencer, and Brenda Lawyer. They may be contacted through the Town Clerk's Office.
Hunting/Fishing Licenses: bring proof of ID, proof of hunting training for each license (hunting, trapping, muzzle and bow). A parent must be with a child when getting their license.
Birth, Death and Marriage Records: All Marriage, Death and Birth records for the Town of Middleburgh are kept in the Town Clerk's office with records starting in the year 1803 and coming forward. Any records prior to 1803 are not recorded. You may file a request form for copies, with your Town Clerk, or on the NYS Department of Health website.
Fee: $10 for each certified copy requested.
Town and County taxes are collected in the Clerk's Office from January 1st-May 31st. All taxes are turned over to the County Treasurer's Office the first week of June, and you can make payment with them. After January 31st there is a 1% penalty added to the tax for late payment, and for each additional month there is another 1% added to the amount: February is 1%, March is 2% etc.
The Clerk can collect payment in two ways; Delinquent School Taxes if relieved to taxes then entire Town and County in second payment. If no relieved School Tax, then two payments of exactly half of the entire bill.
Brenda is a lifetime resident of the Town of Middleburgh, and a 1974 graduate of Middleburgh Central High School. She is the mother of four children, who were all raised in Middleburgh.
Brenda was employed with the Village of Middleburgh from 1988 to 1994, as Assistant Village Clerk. In January of 1994 Brenda was elected Middleburgh Town Clerk. Brenda has successfully run for office on six occasions. Her present term expires in January, 2018. Brenda states, "I have always worked in positions where I had interaction with the public, one of my favorite things to do. I have made many new friends doing this."
